Executive Summary

For over four decades, U.S. foreign policy toward Iran has been stuck in a loop — obsessing over nuclear negotiations while ignoring the core crisis: the existence of the Islamic Republic itself.

We, as Iranian Americans, patriots of our adopted homeland, and advocates for a free and democratic Iran, submit that constitutional change in Iran is the only realistic path to peace, stability, and partnership with the United States.

Cyrus Force, a movement rooted in Iranian history and American values, presents a clear alternative to both appeasement and war: empower the Iranian people to reclaim their country and rewrite their constitution — inside Iran — through an inclusive and nationally legitimate process.

The Problem: A Failed and Repetitive Policy

Every few years, Washington renews its commitment to the same slogan:

“Iran must not have nuclear weapons.”

We agree. But after decades of failed negotiations, fake “moderates,” and revolving threats, we must ask:

Has this policy brought peace, freedom, or safety?

No.

Iran’s regime has never been more oppressive, especially toward women and youth.

The IRGC has expanded influence across the region.

Billions in frozen assets are released, only to fund terrorism and internal repression.

Meanwhile, the Iranian people are beaten, imprisoned, and shot for asking for water, dignity, and democracy.

This is not diplomacy. This is managed decay.

The Real Obstacle: The Regime, Not the Weapons

The Islamic Republic is not a nation-state. It is a religious-mafia regime that thrives on chaos, sectarian war, and anti-American propaganda.

Even without a nuclear weapon, this regime is the single greatest destabilizer in the Middle East.

The time has come to shift the U.S. strategic focus from:

“Prevent Iran from going nuclear”

to: “Support the Iranian people in creating a secular, democratic, and accountable state.”

The Spoiler: Manufactured Opposition Meant to Divide

In recent years, certain figures have been promoted in Western media as the “voice” of the Iranian people. Chief among them is a discredited figure whose entire adult life has been defined by inaction, entitlement, and manipulation. He was originally empowered by insiders of the regime — notably Rafsanjani — to act as a controlled opposition.

His presence in exile politics has one purpose: To divide the opposition, delay real resistance, and neutralize momentum.

Cyrus Force (Payrovan Korosh) does not take a position today on whether Iran’s future should be a Parliamentary Monarchy or Parliamentary Republic. What we demand is this:

The future of Iran’s government must be decided only by the Iranian people, through a constitutional process inside Iran, once the Islamic Republic has been removed.

That is the democratic path. Not foreign-appointed kings. Not regime-linked spoilers. Not inherited power. The people must decide.

The Path Forward: A U.S.–Iran Partnership for Democratic Change

We call on the United States government, the American public, and our allies in the military and policy community to:

End all diplomatic illusions about the Islamic Republic.

Stop elevating recycled monarchy or “moderate” figures with no legitimacy inside Iran.

Publicly support a roadmap toward a new Iranian constitution written by its people.

Engage with real Iranian opposition forces, including those represented by Cyrus Force of USA (Payrovan Korosh inside Iran), who advocate for peace, secularism, and strong U.S.–Iran ties.

Hold the regime accountable for crimes against humanity, not reward it with billions.

Our Commitment

We at Cyrus Force (Payrovan Korosh), alongside many American veterans, strategists, and Iranian freedom fighters, are ready to:

Rebuild Iran, politically and economically.

Reconnect with the West on the basis of shared values.

Restore dignity to a people betrayed for decades.

We support freedom of religion, a secular state, and a constitutional process that lets the people of Iran choose their destiny — whether Parliamentary Republic or Parliamentary Monarchy.

We stand for liberty. We reject dictatorship, theocracy, and foreign-imposed leadership alike.

And we call on America to do the same — to Stand with the Iranian People.
