Official Statement by Karam Khalil
Damascus – October 17, 2025
As part of the ongoing efforts under the Syrian Renaissance Plan 2025, the Syrian state reaffirms its commitment to a pragmatic, balanced, and forward-looking political and economic vision — one that prioritizes national interests above all else and seeks to restore Syria’s rightful position as a respected, influential state within the regional and global order.
Syria’s new strategy is founded on constructive engagement and openness with all nations — allies and adversaries alike — avoiding unnecessary ideological or partial conflicts that have historically hindered progress. This policy does not signify submission or weakness; rather, it reflects strategic wisdom, maturity, and a deep understanding of the new realities shaping the international system.
Damascus aims to establish itself as a positive, non-aligned, and stabilizing force in the Middle East, following a model similar to Switzerland — a neutral yet impactful state capable of building trust and enabling cross-border cooperation grounded in mutual respect and sovereignty.
Geographically, Syria remains the only gateway to the warm waters of the Mediterranean for Russia and occupies a pivotal position connecting Asia, Europe, and Africa. This unique geostrategic placement, combined with its moderate climate and rich natural resources, makes Syria an ideal environment for investment, reconstruction, and large-scale infrastructure projects in transportation, energy, agriculture, and digital transformation.
While the Syrian leadership fully recognizes the deep scars inflicted upon its people by years of conflict and the destructive roles of external powers, including Russia and Iran, the state now chooses to look forward — to heal through growth, not revenge; through progress, not paralysis. The coming phase will focus on revival, modernization, and technological advancement, paving the way for a prosperous, self-reliant nation.
As Syrians who have endured bombardment, displacement, and immense suffering, we do not deny our pain nor the magnitude of the injustice endured. Yet we believe the time has come to transform our pain into strength and to build a nation defined by resilience, innovation, and inclusive recovery.
Accordingly, the Syrian government is now pursuing a comprehensive economic-first strategy — one rooted in sovereignty, transparency, and international cooperation — aimed at rebuilding Syria as a hub of trade, energy, and stability for the entire region.
As Damascus prepares to welcome international investment delegations in the coming months, the message is clear: Syria will no longer be a state of endless confrontation, but a state of balance, prosperity, and enduring peace — a nation that seeks constructive partnerships without surrendering its independence, and that looks confidently toward a future built on progress, modernization, and shared prosperity.
