In the early 1980s, Colonel Vallely was Commander of the 7th Psychological Group.  Army senior officers assigned Colonel Paul Vallely to study what the Soviets were doing about mind control and strategic psychological operations, or what we now refer to as Information Operations (IO). Col. Vallely assigned Major Michael Aquino to prepare a draft and analysis for a final paper. Major Aquino was a very competent officer, a graduate of UC Santa Barbara with a Ph.D. The now-famous paper was titled “From PSYOP to Mindwar: The Psychology of Victory”.

Shortly after, it was learned that Major Aquino was associated with the Temple of Set, based and registered in California, founded in 1975. The church was a Satanist sect actively recruiting members in the Army, and the Army Hq was none-too-pleased. An Army Commanding General then assigned Col. Vallely to investigate the case and report the findings to the Department of the Army in Washington.  Colonel Vallely was the one who conducted the investigation and determined the facts.

Aquino was indeed a Satanist in the Temple of Set and was the second, or deputy to Anton Levay, then head of the Temple of Set, which was a sect of the Church of Satan. He was closely associated with the movie “Rosemary’s Baby” from 1968. There was even a study on “Staring at Goats,” which was made into a film in 2004.

Col. Vallely reported his findings, but Army lawyers at the Pentagon could do nothing as the church was classified as a religion under the First Amendment freedom of religion and was registered in the State of California as such. Aquino and the other officers were reassigned and stayed in the Army for some time after that. MG Vallely is a devoted Catholic and has never been involved with the Satanists of the Temple of Set or anything other than Catholicism.

Aquino himself has said that MG Vallely and he were not working to establish any CIA or Nazi-derived program. That is in his words: “assorted cranks tried to make a public issue out of this paper just because of its catchy title… that paper had no connection to MK-Ultra, Paperclip, or any crazy Nazi experiments.”

As you can see, it is only because of these studies that were performed, and many served in other areas, that individuals with an evil agenda try to force some conspiracy theory that we are all under mind control operations.
